Model Legislation

  • Tax Credits for Pregnancy Resource Centers

This legislation creates a tax credit for donations to pregnancy resource centers (PRCs). It is based on a successful model passed in Mississippi in 2022. The legislation provides a dollar-for-dollar tax credit to donors who support pregnancy resource centers. Unlike abortion providers such as Planned Parenthood, PRCs rarely receive government grants, especially federal grants. This legislation helps level the playing field for nonprofits that help low-income women facing an unexpected pregnancy. Read more about the program here. AFA Action’s model bill is here.

  • Tax Credits for Adoption Agencies and Foster Care Nonprofits

Arizona pioneered the use of tax credits to support adoption agencies, foster care nonprofits, and other pro-family organizations. In 2018, Mississippi borrowed this idea and improved upon it by adding a business tax credit. The result was the Children’s Promise Act. This legislation leverages the power of private sector donations to help address complex social problems such as fatherlessness, human trafficking, and child abandonment. AFA Action’s model bill is here.

  • Requiring Age-appropriate Guidelines for Libraries

The American Library Association maintains that “users of all ages” should have access to “all library resources” with no restrictions based on age. This belief is harming children by exposing them to sexually explicit pictures and descriptions. AFA Action’s model legislation allows the expression of diverse views and opinions while prohibiting vulgar and sexualized content in the children’s section of the library.

  • Requiring Age Verification to Visit Adult Websites

It is time for states to verify the age of users who visit adult (pornographic) websites just like states do for online gaming sites. Studies show that viewing pornography is very harmful to children. Many counselors warn that pornography addiction among children is a public health crisis. It’s time to take the commonsense step of verifying the age of users who choose to visit an adult website. Louisiana’s law is here. AFA Action is actively supporting efforts in other states such as Mississippi to pass this legislation and keep children safe.

  • Making Library Databases Safe for Kids

Did you know that the providers of popular library services for kids are knowingly exposing kids to pornography? For example, database provider EBSCO has been identified by the National Center for Sexual Exploitation as one of the worst offenders in the country. EBSCO rebrands its services in states under common names such as Magnolia, InfOhio, TexShare, and Power Library (PA). States pay for these databases and, in return, are promised a kid-safe and kid-friendly user experience. Instead, these database vendors are making it easy for kids to access inappropriate content including pornography. At least four states (Idaho, Oklahoma, Tennessee, and Utah) have statutory requirements aimed at forcing database vendors to clean up their act. AFA Action's model bill is here.
